Public Educational Session on Proposed Administrative Rules

The United States EMS Compact Commission invites all stakeholders, EMS clinicians, State EMS Office personnel, and Commissioners to attend a public educational session on the proposed Administrative Rules.

During this session, the Executive Director and the Rules Committee Chair will review the proposed rules, explain the rationale for each change, and discuss how the revisions strengthen state sovereignty and uniform licensure standards across member states.

This session is open to all interested participants. Attendees are encouraged to share this invitation with stakeholders within their organizations and states. Please note that this is not an official public hearing, and comments shared during the session will not be recorded as part of the public record.

The Bylaws and Rules Committee is scheduled to convene on Thursday, March 21, 2024, at 3:00 PM Eastern Time. The draft agenda for this meeting includes the following items:

  1. Old Business: Discussion on Administrative Rules Adopted in February 2024: The Committee will revisit and discuss the Administrative Rules that were adopted by the Commission in February 2024.

  2. Review and Establishment of Future Meeting Dates and Times: The Committee will discuss and set the dates and times for upcoming meetings.

  3. Discussion on Administrative Rules Review and Revision: The next section of the Administrative Rules designated for review and revision by the Committee will be addressed.

  4. Presentation by Executive Director Woodyard: An overview of Section 11 of the Administrative Rules, titled "Coordinated Database", will be provided by Executive Director Woodyard.

  5. Adjournment: The meeting will conclude following the completion of the agenda.

All members of the Committee are encouraged to attend and actively participate in these discussions.

The Interstate Commission for EMS Personnel Practice is pleased to announce an optional informational session on the proposed administrative rule changes for the Recognition of EMS Personnel Practice Interstate Compact (REPLICA). This session aims to provide an overview and background into the proposed rule changes. 

Session Details:

  • Topic: Overview of Proposed Bylaw and Rule Changes
  • Date & Time: January 31 at 3 PM Eastern Time
  • Presenters: Commissioner Joe Schmider, Chair of the Bylaws and Rules Committee, and Executive Director Donnie Woodyard
  • Format: Online Webinar 

Key Agenda and Proposed Rule Changes:

  1. New Section 10 - "The Commission": Outlines the criteria for new member states joining REPLICA, including guidelines for reviewing state legislation and protocols for appointing commissioners.
  2. Re-numbering of Section 11: Adjustments to accommodate the new Section 10 without introducing new content or changes.
  3. Section 13 - Compliance for Member States: Focuses on compliance monitoring, enforcement, and dispute resolution processes.
  4. Section 14 - Compact Implementation and Activation Date: Provides clarity on the timelines for implementing and activating the compact.

Interactive Q&A Segment: The session will include a Q&A segment, offering an opportunity to clarify any queries related to the proposed changes.
