The official seal of the Interstate Commission for EMS Personnel Practice embodies the unity, professionalism, and progress of the Emergency Medical Services profession across the United States. Each element of the design reflects a part of the Compact’s history and mission to advance mobility, collaboration, and public protection among Member States.

The Star of Life

At the center of the seal is the Star of Life—the enduring symbol of Emergency Medical Services first granted to nationally registered EMTs in 1970. The single central star represents the unified voice and identity of EMS clinicians across the nation, while the right-facing arrow signifies forward momentum and continual progress. The Star of Life, graciously shared by the National Registry of EMTs, anchors the seal in the history and values of the EMS profession.

The Red Circle

Encircling the emblem is a red ring inspired by the seal of the United States Department of Homeland Security. The divided ring represents the removal of bureaucratic barriers—“cutting the red tape.” The 24 openings within the circle correspond to the 24 Member States at the time of the seal’s adoption, symbolizing transparency, collaboration, and the Compact’s ability to overcome administrative obstacles in the service of public safety.

The Ten Stars

The seal’s foundation includes ten smaller Stars of Life, honoring the first ten states whose legislative leadership activated the Compact. These stars serve as a lasting tribute to the collaboration and shared purpose that established interstate practice for EMS clinicians.

Colors and Composition

The seal’s colors—red, white, and blue—reflect both the United States and the enduring principles of service, honor, and unity. The white background represents integrity and the noble purpose of EMS. A blue hexagon frames the Star of Life, signifying balance, reliability, and trust—qualities essential to emergency medical care. The hexagon’s structure conveys strength through cooperation, symbolizing the stability achieved when states work together through the Compact.

Together, these elements form a distinctive emblem representing the EMS Compact’s national mission: facilitating the lawful, seamless movement of licensed EMS clinicians across state lines, enhancing data sharing among Member States, and promoting excellence and accountability in emergency medical care nationwide.
