EMS Compact Commission Invites Public Comment on Proposed Rule Changes, Sets Vote for November 5, 2025

WASHINGTON, D.C. — The United States EMS Compact Commission has released draft administrative rules for public review and comment. These proposed rules will be considered and voted on during the Commission’s Q4 2025 Full Commission Meeting, scheduled for Wednesday, November 5, 2025, at 3:00 p.m. Eastern Time via Microsoft Teams.

The proposed changes are designed to preserve state sovereignty in EMS licensure decisions while ensuring that all EMS clinicians practicing across state lines under the Compact meet uniform standards established by state law.

Purpose of the Proposed Rules

The proposed rules introduce a Provisional Privilege to Practice (PTP) status, which allows Remote States to review and determine PTP eligibility in specific situations promptly. This provisional status would be applied in cases where:

  • A license was issued after a state joined the Compact, but it does not meet the full requirements of the Compact.

  • An individual did not hold a valid NREMT certification at the time of licensure.

  • A biometric criminal records check was not completed.

  • A license is subject to administrative restrictions, probation, or other disciplinary conditions.

By establishing this provisional review process, the Commission is reinforcing its commitment to preserving the trust, integrity, and confidence in the EMS Compact while upholding the principle of state sovereignty in licensure decisions.

The Commission strongly encourages public participation in this rulemaking process.
