How it is organized
The Book runs in four parts. Within a part, material is filed behind a numbered tab, and the agenda at Tab 1 gives the tab number for every item.

Recognition of the New Oklahoma Commissioner
Oklahoma notified the Commission on October 15, 2026 that, effective November 1, 2026, the Oklahoma State Department of Health will have an Interim EMS Director, David Graham, and asked how to transition the Commissioner position from Commissioner Lewis Robinson.
The Commission office replied the same day. The Compact provides no mechanism for an “interim” Commissioner, so the office recommended that Mr. Graham be appointed as Commissioner, effective November 1, 2026, and sent a pre-filled appointment memo for signature by the Commissioner of Health under REPLICA Section 10.B.1, as enacted in Oklahoma at 63 O.S. § 1-2550. If the position changes again, a new appointment will be needed.
Appointment received
The signed appointment memo, dated November 1, 2026, from Keith Reed, RN, MPH, CPH, Commissioner of Health, Oklahoma State Department of Health, designates David D. Graham, Interim EMS Director, Trauma and EMS Services, Oklahoma State Department of Health, as Oklahoma’s delegate (“Commissioner”), effective November 1, 2026, succeeding Commissioner Robinson. Commissioner Graham, NRP, has more than four decades of service in Oklahoma’s health care and public safety sectors and has held Department leadership roles since 2013.
The Certificate of Appointment recognizes and seats Commissioner Graham effective November 1, 2026. The Commission office also issued Commissioner Robinson a Certificate of Service for October 1, 2025 to October 31, 2026.
Appreciation: Commissioner Lewis Robinson
Lewis Robinson, MBA-HC, EMS/Trauma Manager, Trauma and EMS Services, Oklahoma State Department of Health, served as Oklahoma’s Commissioner from his appointment effective October 1, 2025. The Chair may wish to recognize his service.

INTERSTATE COMMISSION FOR EMS PERSONNEL PRACTICE
EXECUTIVE DIRECTOR'S REPORT
Executive Committee Meeting | November 4, 2026
Submitted by Donnie R. Woodyard, Jr., MAML, NRP, WP-C, Executive Director. This report covers activity from October 10 through November 4, 2026.
1. SUMMARY OF ACTIVITY SINCE THE OCTOBER 14 MEETING
MEMBERSHIP AND COMMISSIONERS
Twenty-eight states have enacted the Compact, and it is in force in twenty-seven. Oklahoma appointed David D. Graham, NRP, Interim EMS Director of the Oklahoma State Department of Health, as its Commissioner effective November 1, 2026, succeeding Lewis Robinson, whose service to the Commission I acknowledge with thanks. The Commission office announced the appointment on October 30, introduced Commissioner Graham to all Commissioners by email on October 29, and updated the Oklahoma page, the Commissioner Hub and the meeting records. He is recognized at agenda item I.b.
Alaska, in force since October 9, is testing its Coordinated Database connection with the National Registry's QA team; I joined an Alaska EMS Compact setup call on October 23. I held a Compact Director meeting on October 15 and continue to take part in the standing every-other-Tuesday EMS and Government Forum.
MEETINGS AND GOVERNANCE
The Executive Committee held a certified closed session on October 8 and its regular meeting on October 14. The draft summary of the October 14 meeting is before the Committee at agenda item III.a, and the status of the nine action items recorded that day is at item III.b.
The public notice and request for comments on the proposed Bylaws revision, including the Article XIII provision on the disposition of funds upon dissolution that the Committee added on October 14 and counsel approved on October 15, was issued on October 15. The thirty-day written notice and full text went to all Commissioners the same day for the December 9 vote. Written comments are accepted through 5:00 p.m. Eastern Time on December 4, 2026. The number of comments received will be reported at the meeting. The Committee's October 14 referral of an administrative rule to implement Compact Section 3.C(4) is with the Bylaws and Rules Committee.
Nominations for Chair, Treasurer and Member At Large closed on November 1, 2026: two nominations were received for Chair and one each for Treasurer and Member At Large. The nominees' statements will be shared with all Commissioners before the December 9 election. The draft agenda and Meeting Book for the Q4 Full Commission Meeting are at agenda item V.a.
On October 15 the Treasurer signed updated January, March, July, August and September 2026 reports and the Second Quarter 2026 summary, which now close at the bank's month-end balance; the bank balances were correct throughout. The October 2026 Report of the Treasurer, signed November 4, is at agenda item IV.a. I attended the Council of State Governments compact administrators meeting on October 19.
FEDERAL, LEGISLATIVE AND STAKEHOLDER ENGAGEMENT
National EMS ID position paper (agenda item V.c). I met with the National Registry, which as the owner of the National EMS ID supports the ask. IAFF has designated a representative, as has CAPCE. I am still coordinating with the other partners and on the order of operation with the National Registry.
I traveled to Ohio on October 20 through 22 and addressed the Ohio Emergency Medical, Fire, and Transportation Board on October 21. Today, November 4, I am providing the EMS Compact's public comment at the NEMSAC virtual meeting. The Commission's liaison report to the National Registry Board of Directors, covering key developments from June to November 2026, is prepared for the Board's November meeting and is filed in the Commissioner Hub.
COORDINATED DATABASE AND COMPLIANCE
My written November 2026 NEMSCD Report is at agenda item IV.f with the National Registry's update. As of the morning of November 4, 24 of 27 Compact jurisdictions were submitting license data and every reporting jurisdiction had submitted within the last four days; Alaska and Pennsylvania are testing their connections and Oklahoma has not submitted data. The reporting jurisdictions hold 476,901 active licenses. Nebraska's integration was reset to remove duplicate records and reloaded. Terrie Godde and Aaron Koehler of the National Registry will present the Administrator's update, and the National Registry has added Patrick Boyer to the team supporting the Compact.
COMMUNICATIONS AND THE COMMISSION WEBSITE
My written New Website Report, documenting EMSCompact.gov one month after launch, is at agenda item IV.d. Since October 27 the site has run on the National Registry's Linux host, and every approved update is published through an automated release pipeline with a public review site; the Commission office verified each release. One report was received on October 21 under the site's vulnerability disclosure policy, reviewed and closed with a written reply. The Commission issued three releases in the period: the Proposed Bylaws public notice (October 15), the appointment of Oklahoma Commissioner David Graham (October 30), and the National Collegiate EMS Week recognition with Resolution 2026-05 (November 1). Short meeting links used in Commission email were redirected to the meeting pages on October 30. The public notice for this meeting was distributed by email, and the agenda, the NEMSCD Report and the New Website Report are posted on the meeting page.

Executive Director’s November 2026 NEMSCD Report
The Executive Director’s report, dated November 4, 2026, is reproduced below. Data as of November 4, 2026, about 9:10 AM MT. The report is published as a PDF with the meeting agenda at emscompact.gov.
1. Summary
- Jurisdictions. NEMSCD flags 27 jurisdictions as Compact. 24 have submitted license data. Alaska and Pennsylvania are testing their connections with the QA team; live data is pending. Oklahoma has not submitted data.
- Active licenses. 476,901 active licenses across the reporting jurisdictions: 139,426 Paramedic, 49,054 AEMT and 279,462 EMT.
- Data currency. Every reporting jurisdiction submitted within the last 4 days. The oldest latest submission is North Dakota (October 31, 2026).
- Adverse actions. 1,423 licenses carry an adverse action. Discipline cases created in the last four months: 151. Cases updated in the last four months: 24.
- No discipline case on record. 5 reporting jurisdictions show no discipline case in NEMSCD: Alabama, Nebraska, North Dakota, South Dakota, Tennessee.
- No new discipline case in four months (but earlier cases on record): Delaware, Kansas, Nevada, South Carolina, Wyoming.
2. Nebraska
Nebraska’s integration required a reset to remove duplicate records. Its NEMSCD data was reloaded, and its first submission date now reads November 2, 2026.
3. Follow-up from October
- Tennessee. Reported at the October 14 meeting as up to date. Confirmed: latest submission November 4, 2026; 21,334 active licenses (21,323 on October 7).
- Delaware. Reported in October as believed back up to date after earlier issues. Confirmed: latest submission November 2, 2026 (September 28 in the October report).
- Alaska. Reported in October as testing its integration, expected within about a week. Alaska is still testing its connection with the QA team; live data is pending.
- October discipline table. The October Administrator Report showed most recent discipline dates for several states that were earlier than in August, which suggested the table was mis-sorted at the source. This report reads each jurisdiction’s record directly, and the dates are consistent with earlier reports: Texas October 29, 2026, Utah November 2, 2026, Virginia August 14, 2026, West Virginia October 8, 2026, Nevada November 12, 2025.

Secretary Herrera called the roll. Chair Kinney, Treasurer Vande Lune, Member at Large Johnson and Immediate Past Chair Schmider were present. Chair Kinney noted that Vice Chair Denny had said he might be late. Secretary Herrera declared a quorum.
The agenda was adopted.
Seating and Recognition of New Commissioners
Chair Kinney announced that the Commission had received the appointment documentation for new Commissioners from Alaska and Arizona, and that both would be seated.
• Commissioner Todd McDowell, Alaska (excused)
• Commissioner Dr. Gail Bradley, Arizona: Commissioner Bradley thanked the Committee for the welcome. She has been Arizona’s State Medical Director for EMS and Trauma since 2019, and said Arizona is excited to join the Compact. Chair Kinney noted that he has worked with Dr. Bradley on the NASEMSO board.
Public Comment
Chair Kinney opened the floor for public comment on matters not on the agenda. No one asked to speak.
Old Business
Approval of July 2026 Meeting Summary
Chair Kinney noted that the Executive Committee had not met in the two months since the July 2026 meeting. He asked for corrections, and none were offered.
Motion: “to approve the summary of the July 15th 2026 Executive Committee meeting as presented.” Moved by Commissioner Herrera; seconded by Commissioner Vande Lune. Vote: No opposition or abstentions; approved.
Reports
Treasurer’s Report
Treasurer Vande Lune presented the report:
• Previous balance: $110,968.62
• Two debits of $6,822.05 each (September 1 and September 15)
• Pending balance: $97,324.52
There were no questions, and the report was received.
Chair’s Report
Chair Kinney reported that he had attended EMS World Expo, mainly in his NASEMSO role. A Joint National Leadership Forum meeting was held there. NASEMSO is leading an effort to have the national organizations agree on one or two shared priorities to pursue together, mainly in federal legislation. Chair Kinney said billing-related issues are likely to be among those priorities. He encouraged Commissioners to think about which three priority areas the Commission should advance. He noted that Executive Director Woodyard represented the Compact’s perspective well at the forum.
Executive Director’s Report
Executive Director Woodyard noted that his written report is in the Commission meeting book. He highlighted the following:
• EMS World Expo: He held many meetings with stakeholders, collaborators and partners, including federal and military officials. Opportunities arising from these meetings appear later on the agenda.
• Legislation:
◦ Montana: A committee-sponsored bill to join the Compact is active. He has made several trips to Montana, and the outlook appears positive.
◦ New Jersey: The legislation passed the Assembly unanimously and moves to the Senate.
◦ Several other states are expected to introduce legislation. He will announce them once bills are filed.
◦ Ohio: At Ohio’s request, he will present to the state EMS and Fire board next week. The Ohio governor has publicly committed to joining the Compact.
• Onboarding:
◦ Arizona is fully compliant and its data is in the database. He made two in-person trips to Arizona.
◦ Alaska has appointed its Commissioner and is testing its database integration, which is expected within about a week. A press release will follow once Alaska is in full compliance as the 27th live state.
• New website: The Commission launched a new website a few weeks ago. It complies with .gov requirements, has been redesigned around user flow, and has more than tripled site traffic. The public lookup now has a Spanish-language version.
◦ He gave a live demonstration of privilege-to-practice validation by EMS ID number. The demonstration showed:
▪ the privilege-to-practice status indicator
▪ a downloadable official PDF record with a QR code for real-time validation
▪ an on-demand EMS Week Certificate of Recognition
▪ the states where the individual is licensed
▪ a map showing home states and states where the clinician has an immediate privilege to practice
▪ a printable EMS Compact validation card for states that require clinicians to carry evidence of licensure
Chair Kinney encouraged members to explore the website, including the Commissioner hub. There were no questions.
Bylaws & Rules Committee
Commissioner Schmider reported that the proposed bylaws are posted on the website for consideration. Executive Director Woodyard reported that no comments had been received so far. Official public notice will go out after this meeting, well ahead of the required 30-day notice.
Proposed amendment on dissolution of the Commission: Executive Director Woodyard described a recent Government Accountability Office review of the National Association of Insurance Commissioners and its IRS reporting requirements, requested by the House Ways and Means Committee (GAO-26-107956). In light of that review, he proposed adding language to the pending bylaws revision directing that, upon dissolution, grant funds be returned to the grantor where a grant or agreement requires it and all other remaining funds be distributed to the Member States, a provision the IRS considers in determining governmental status. He proposed adding it now, subject to counsel review, so the bylaws would not need to be reopened later. Commissioner Schmider supported including it in the draft.
Executive Director Woodyard recommended that the Executive Committee formally advance the bylaws to the agenda of the December 9 Q4 Commission meeting. He noted that this is not required but would make the record cleaner.
Counsel Mellott stated that she had reviewed the proposal briefly and had no personal objection. She wished to consult with Doug Wolfberg before counsel formally approves it.
Motion: To add the proposed dissolution provision to the proposed bylaws, pending full approval of counsel, and to place the bylaws on the agenda of the December 9, 2026 full Commission meeting. Moved by Commissioner Vande Lune (as clarified by Chair Kinney); seconded by Commissioner Herrera. Vote: No objections or abstentions; approved. No Commissioner or public comment was offered.
Chair Kinney thanked the committee and the Executive Director for their work on the bylaws over the past year.
National EMS Coordinated Database Administrator Update
Ray Mollers gave the report, noting it was his final meeting before retiring. Terrie Godde and Aaron Kaylor were absent. - Tennessee appears to be up to date. - Delaware had some issues but is believed to be back up to date. - Nebraska is pending and may need to wipe and reload its data. - Two states are still implementing license management systems that will submit to the database.
Commissioner Schmider publicly thanked Mr. Mollers for his service to the Compact.
New Business
Chair Kinney took Item V.h out of order.
Recognition and Appreciation of Ray Mollers’ Service (Item V.h)
Chair Kinney and Executive Director Woodyard recognized Mr. Mollers’ service. They noted that his involvement goes back to the Compact’s origin as a concept within the Department of Homeland Security. Executive Director Woodyard stated that four individuals have served the Commission in official staff roles: Dan Manz, Sue Prentiss, Ray Mollers and Executive Director Woodyard. He said Mr. Mollers was the first to hold the title of Executive Director, serving from 2021 to 2023, and then served as Database Administrator. Eric Lucas also thanked Mr. Mollers.
Motion: To accept the Executive Director’s recommendation and issue Ray Mollers a certificate of appreciation as the Commission’s first Executive Director and as Coordinated Database Administrator, for service to the Commission from 2021 through 2026. Moved by Chair Kinney; seconded by Commissioner Johnson. Vote: No objections or abstentions; approved.
Executive Director Woodyard noted for the record that Vice Chair Denny had joined the meeting.
NASEMSO Relationship and Proposed Position Statement (Item V.a)
Chair Kinney reported that three Executive Committee members, including himself, met with several national boards at EMS World Expo to build relationships, and that the Executive Director also met with the NASEMSO executive committee.
Executive Director Woodyard noted that the Compact originated through a DHS cooperative agreement with NASEMSO. He presented a draft position paper, “The Commission and NASEMSO: Distinct Roles, Shared Purpose,” which sets out five draft positions: 1. The Commission values NASEMSO and recognizes its foundational role in creating the Compact. 2. Strong, independent non-governmental associations are essential to the EMS profession and do work the Commission cannot do. 3. The Commission, as a governmental body, represents the states on matters within the Compact through its official actions, and its positions are binding on behalf of the states. 4. Describing each organization’s role accurately strengthens collaboration without diminishing either organization. 5. The Commission will continue to collaborate actively with NASEMSO and other national partners where their roles align.
He asked whether the paper should go to the full Commission for consideration as an official position. Commissioner Schmider stated that he could not make a motion. He recommended forwarding the paper to the full Commission, saying it would carry more weight if adopted by the full body.
Motion: To forward the draft position paper to the December 9, 2026 full Commission meeting for consideration. Moved by Commissioner Denny; seconded by Commissioner Vande Lune. Vote: No objections or abstentions; approved. The item will be added to the December agenda.
CAPCE Partnership and Joint National EMS ID Position Paper (Item V.b)
Executive Director Woodyard reported that the National EMS ID number is becoming widely used, including in NEMSIS, by the National Registry, and for continuing education. He proposed formal collaboration with national partners on a joint paper. The final form could be a white paper, position paper or joint public statement. It would encourage Compact and non-Compact states to fully incorporate the number and would promote its inclusion in educational materials.
Jay Scott (CAPCE) supported the effort. He described CAPCE’s work to ensure accredited providers collect the National EMS ID and report course completions promptly, and noted that about 96% of course completions in the last month were reported at the time the course was completed.
Motion (as amended): To authorize the Executive Director to engage national EMS organizations on a joint position paper on standardized use of the National EMS ID number, and to bring any position paper back to the Executive Committee for review. Moved by Commissioner Johnson; seconded by Commissioner Denny. Vote: No opposition or abstentions; motion carried.
• The original motion named the National Registry, CAPCE and NASEMSO.
• Commissioner Schmider suggested replacing the named organizations with “national EMS organizations” so that others, such as the National Association of EMTs, could take part.
• The mover and seconder accepted this as a friendly amendment.
Position Paper on License Expiration Dates and Time Zones (Item V.c)
Executive Director Woodyard summarized the previously reviewed position paper. It clarifies that a license expires on its expiration date at the time in the time zone of the capital of the state that issued the license. He asked that it be placed on the full Commission agenda.
Motion: To add the position paper to the agenda of the December 9, 2026 full Commission meeting. Moved by Commissioner Denny; seconded by Commissioner Vande Lune. Vote: No objections or abstentions; approved.
Administrative Rule to Implement Section 3.C(4) (Item V.d)
Executive Director Woodyard explained the provision. The model legislation requires a foundational FBI-based biometric background check. Section 3.C(4) makes an exception for federal employees who hold a suitability determination under 5 CFR §731.202, provided they submit documentation as set out in Commission rules. An administrative rule is therefore required before the provision can be used.
He reported frequent meetings with federal and military partners over the past two to three months, several of whom want to work with the Commission on this. He noted that the Department of War has testified in support of the Compact in many states. He recommended that the Executive Committee direct the Bylaws & Rules Committee to develop the required administrative rule.
Motion: To refer the development of an administrative rule implementing Section 3.C(4) to the Bylaws & Rules Committee. Moved by Commissioner Herrera; seconded by Commissioner Denny. Vote: No objections or abstentions; referred to the Bylaws & Rules Committee.
Q4 Full Commission Meeting, December 9, 2026 (Item V.e)
Chair Kinney noted a full agenda, including elections. Executive Director Woodyard stated that the revised agenda will include:
• election of officers
• consideration and adoption of the bylaws, with public notice to go out in the next couple of days
• the position papers advanced at this meeting
Commissioner Schmider suggested scheduling two hours. Executive Director Woodyard confirmed that two hours are reserved and said he will send a reminder. No action was required.
Officer Elections (Item V.f)
Chair Kinney noted that the Chair, Treasurer and Member at Large positions are up for two-year terms. All three incumbents are eligible, and the process is open. The Member at Large elected last year filled an unexpired term.
Executive Director Woodyard described the process:
• Self-nominations close November 1 and require a form with questions; the answers will be shared with all Commissioners.
• Nominations from the floor will not be accepted unless the Commission chooses to override this. If a position is not filled, the process will be reopened.
• The reason for this process is the time commitment of Executive Committee service and the need for candidates to have their state’s support.
• The process is being codified in the proposed bylaws.
• Nominations have already been received.
Chair Kinney noted that the process worked well in the last election.
The 2027 in-person meeting was noted in the meeting packet and was not discussed.
Resolution in Support of National Collegiate EMS Week (Item V.g)
Executive Director Woodyard described collegiate EMS programs and the Commission’s past resolutions recognizing National Collegiate EMS Week. Because the Q4 Commission meeting has moved to a later date, this year’s week falls before it, so he asked the Executive Committee to consider the resolution. The resolution, similar to the one adopted in 2025, recognizes November 9–15, 2026 as National Collegiate EMS Week, and its text was displayed. He noted that the collegiate EMS community has appreciated past recognition and gave the Compact a priority session at its national conference.
Motion: To issue the Commission’s recognition of National Collegiate EMS Week for 2026. Moved by Commissioner Denny; seconded by Commissioner Vande Lune. Vote: No objections or abstentions; approved.
Stakeholder Organization Updates
• CAPCE (Jay Scott):
◦ CAPCE is updating its website and database to improve the user experience and record sharing.
◦ It is working on data-sharing agreements with specific states.
◦ CAPCE has budgeted funding for the year beginning January 1, 2027 for joint projects with the Commission, such as shared booth space at national conferences and possible micro-grants to help non-reporting states begin reporting. The budget is subject to CAPCE board consideration on November 19.
• NHTSA Office of EMS (Clary Mole):
◦ Tentative meeting dates for the next fiscal year were posted in the chat.
◦ An RFI on nationwide implementation of prehospital blood transfusion was released on October 6 and closes on November 5. It seeks feedback on proposed key performance indicators for the FICEMS strategic plan.
No other stakeholder organizations asked to report.

Adjournment of Public Portion and Move to Executive Session
Chair Kinney stated that the Executive Committee needed to enter executive session on a contractual matter. He noted that counsel had certified the closed session.
Motion: To proceed into executive session for a contractual matter. Moved by Commissioner Denny; seconded by Commissioner Herrera. Vote: No opposition stated; approved.

On October 14, 2026 the Executive Committee authorized the Executive Director to engage national EMS organizations on a joint position paper on standardized use of the National EMS ID number, and to bring any position paper back to the Executive Committee for review. The motion was amended so that the engagement is open to national EMS organizations generally rather than three named organizations.
Engagement to date
The Executive Director met with the National Registry of EMTs, which as the owner of the National EMS ID supports the request. The International Association of Fire Fighters (IAFF) has designated a representative, as has CAPCE. The Executive Director is coordinating with the other partners and on the order of operation with the National Registry. A draft paper will come back to the Executive Committee for review.
