Committees
The standing committees and workgroups through which the Commission conducts its work between full Commission meetings.
The Commission conducts much of its work through committees and workgroups. Under the bylaws, the Commission may establish such committees as it deems necessary to advise it and to carry out the objectives of the Compact, and may dissolve any committee that is no longer needed. Each committee's composition, procedures, duties, budget, and tenure are determined by the Commission.

Executive CommitteeStanding committee
The Executive Committee is empowered to act on behalf of the Commission during the interim between full Commission meetings, except for rulemaking or amendment of the Compact or the bylaws. It is composed of the Commission's officers (Chair, Vice Chair, Secretary, and Treasurer), the Immediate Past Chair, and one Member-at-Large elected by the full Commission. The Immediate Past Chair serves as a non-voting member. Public notice of Executive Committee meetings is made at least three days in advance, with the agenda published at least 24 hours before the meeting.

Budget-Finance CommitteeStanding committee
Oversees the Commission's budget, financial reporting, and fiscal policies, and supports the Treasurer in presenting financial reports to the Commission.
Financing authority. REPLICA Section 10 authorizes the Commission to secure and manage the funding necessary to carry out its duties. Under this authority, the Commission may accept grants, donations, and other lawful revenue; receive grants of money, equipment, supplies, materials, and services; and, if necessary, levy annual assessments on participating states or impose reasonable fees on other parties to meet its operational budget. The Commission may not incur obligations without first securing adequate funds, nor pledge the credit of any participating state without that state's express authorization, safeguarding responsible fiscal management while preserving state sovereignty.
Source of funding. The Commission is presently funded through a stable, multi-year grant from the National Registry of EMTs, allowing it to operate without creating financial burdens for participating states or EMS clinicians. While the Commission has the statutory authority to require participating-state contributions, the EMS Compact has never imposed any state assessments or fees, and no fees have ever been imposed on individual EMS clinicians. The Privilege to Practice is provided at no cost to licensed EMS clinicians, and the Commission's services are provided at no cost to participating states. The Commission also remains eligible to apply for federal grants and cooperative agreements to enhance national EMS mobility, workforce readiness, and data modernization.
State and local sustainability. Recognizing the fiscal challenges faced by many state EMS offices and local systems, the Commission supports directing available resources toward strengthening the sustainability of state and local EMS operations. Financial stewardship at the Compact level is intended to complement, not compete with, state and local funding priorities.
Transparency and accountability. The Commission upholds rigorous standards of fiscal transparency: Treasurer's reports are presented at each Executive Committee and Commission meeting; all budget discussions and approvals occur in open session, consistent with the Compact's public-meeting requirements; and the Commission follows standard governmental auditing and reporting practices, including an independent audit or financial review at least once a year.
Bylaws and Rules CommitteeStanding committee
Develops and reviews proposed bylaws amendments and administrative rules, supporting the Commission's public rulemaking process.
Work products
Compliance CommitteeStanding committee
Monitors participating-state compliance with the REPLICA model legislation, Commission Administrative Rules, and Commission Bylaws; coordinates technical assistance for states working toward compliance; and prepares compliance reports for the Commission. The Committee serves a monitoring and support function; formal compliance actions remain the authority of the Executive Committee under Administrative Rules Section 13.1.

Criminal History and Fitness to Practice Evaluation CommitteeAdvisory committee
Develops non-binding, best-practice guidance to assist states in evaluating criminal history and fitness to practice during the licensure of EMS clinicians, promoting fairness, transparency, and consistency in regulatory decision-making while preserving state sovereignty.

Stakeholder Advisory CommitteeAdvisory committee
Provides a formal forum for national EMS associations, governmental bodies, industry, and other stakeholders to advise the Commission on stakeholder engagement, clinician mobility, licensure recognition, proposed rules, and outreach. The committee meets in an open public forum.

Code of Conduct WorkgroupWorkgroup
Developed the professional code of conduct for EMS clinicians practicing under the Privilege to Practice. The workgroup completed its work, which the Commission adopted.

Data Protection WorkgroupWorkgroup
Addressed the privacy, security, and protection of the licensure and investigatory data shared through the National EMS Coordinated Database. The workgroup completed its work.
Technology CommitteeCommittee
Supported the development of the National EMS Coordinated Database and related data-standard and rule changes, including the National EMS ID. The committee completed its work.
Work products
Communications CommitteeCommittee
Supported the Commission's public communications and outreach. The committee completed its work.
How Committees Operate
Committees advise the Commission and prepare work for its consideration; binding action on rules, bylaws, and Compact amendments remains with the full Commission. Committee meetings are subject to the Compact's public-meeting and notice requirements. The schedule of upcoming committee meetings, along with agendas and materials, is published with the Commission's other public meetings.
