Alaska Appoints Todd McDowell as Commissioner as the EMS Compact Goes Live in Alaska
The Interstate Commission for EMS Personnel Practice announced the appointment of Todd McDowell, NRP, as Alaska's inaugural EMS Compact Delegate and Commissioner. The EMS Compact is in force in Alaska as of October 9, 2026, making Alaska the 27th state with active Privilege to Practice recognition.

Alaska's Implementation of the EMS Compact Is Delayed
The EMS Compact is not yet active in Alaska. Although Alaska's EMS Compact law became effective on September 20, 2026, additional implementation steps are required before Alaska clinicians hold a Privilege to Practice in other states and clinicians from other participating states hold a Privilege to Practice in Alaska.

All EMS clinicians practicing under the Privilege to Practice must adhere to the Professional Code of Conduct (Administrative Rules 4.0(E) and 4.6).

Arizona Appoints Dr. Gail Bradley as Commissioner as the EMS Compact Takes Effect in Arizona
The Interstate Commission for EMS Personnel Practice announced the appointment of Gail H. Bradley, MD, FACEP, FAEMS, as Arizona's inaugural Commissioner to the United States EMS Compact. Commissioner Bradley was officially recognized and seated by the Commission on September 12, 2026, the day Arizona's EMS Compact law took effect.

The Interstate Commission for EMS Personnel Practice today released initial guidance following publication of the Workforce Pell Grant final rule by the U.S. Department of Education. The rule extends Federal Pell Grant eligibility for the first time to high-quality, short-term workforce training programs of eight to fifteen weeks, including Emergency Medical Technician training.
