What is the EMS Compact?
The Recognition of EMS Personnel Licensure Interstate Compact, in plain terms.
The United States EMS Compact is an agreement among states, enacted into law by each participating state. It is built on model legislation known as REPLICA (the Recognition of EMS Personnel Licensure Interstate Compact).
The Privilege to Practice
In states where the Compact is law, a licensed EMS clinician holds a Privilege to Practice that is recognized across participating states, without applying for a separate license in each one. This supports mutual aid, disaster response, and routine cross-border operations.
How States Join
A state joins by enacting the model legislation. Once a state's law takes effect, it becomes a participating state and appoints a Commissioner to the Interstate Commission.
